Economic and Financial Aspects of Space Florida's Spaceport Master Plan at Cape Canaveral
Mr. Weyer served on the team that created the Spaceport Master Plan at Cape Canaveral in 2013. He was tasked with calculating the fiscal and economic impacts on the region coming from the Spaceport Master Plan for Space Florida. He utilized launch forecasts to determine number of direct and indirect jobs, revenue generation and consulted on the launch forecasts. He also determined the future employment numbers eminating from the Spaceport Master Plan. He also made presentations to the Space Florida Board and participated in six work sessions.
Hillsborough County Dredging Assessment Methodology
Years of development and runoff has caused various navigable canals in Hillsborough County Florida to become impassable. The assignment was to develop a master assessment methodology for Hillsborough County Board of County Commissioners for their Hillsborough County Canal Dredging Program. Hillsborough County's Assessment Procedure Ordinance created a financing mechanism in which local communities (Canal Dredging Improvement Units) could request that Hillsborough County create discrete MSBUs to finance canal dredging in order to resolve navigational issues in the residential saltwater canals within their community.
The assessment by homesite was determined by first ascertaining which properties within a CDIU received a special benefit from the dredging. Once the total dredging cost was determined, the total apportionment method incorporating various apportionament measurements was applied to each benefitting property to determine the total assessment amount.
An econometrics model was employed to calculate the values of canal front homesites vs. non-canal front homesites to determine if the benefit was greater than the cost of the dredging per homesite. The model results indicated that the benefit received was greater than the assessment assigned to each homesite.
